Boston Licensing Board Voting Hearing 10-15-26 2026-10-15 [0:08] Good afternoon. We will get started in [0:10] just a moment as we clear the waiting [0:11] room. [0:14] All right, one second. Let me just [0:23] Good afternoon. This is the voting [0:24] hearing of the Licensing Board for the [0:26] City of Boston. Today is Thursday, [0:28] October 15th, 2026. Today's hearing is [0:31] being recorded and will be posted to the [0:32] City of Boston's website. While the [0:34] public is encouraged to attend, there [0:35] will be no additional public testimony [0:37] accepted today. [0:39] We'll begin with the license premises [0:40] inspection hearing, which occurred on [0:41] Tuesday, October 13th, 2026. Item number [0:44] one, Little Haiti International Cuisine [0:46] LLC, doing business as Little Haiti [0:48] International Cuisine, located at 1184 [0:50] Hyde Park Ave in Hyde Park. Date of the [0:52] incident, July 5th, 2026. [0:55] Operating after legal closing hour with [0:56] alcohol on bar and cups on tables in [0:59] violation of Massachusetts General Laws [1:00] chapter 138, section 64. [1:03] Um I would vote for a violation. Um [1:06] I [1:08] I think um he should have done a better [1:10] job of clearing out the people inside [1:12] his license premises. [1:14] I agree. I think she he definitely [1:16] should have had a better control of the [1:17] crowd. [1:20] I'm also in agreement. [1:22] Um [1:23] given that he's serving 90 days with um [1:27] hours that are have been um rolled back, [1:31] um I would consider this served and send [1:34] notification to the licensee [1:36] um [1:38] that he needs to understand that family [1:42] is not an exception to the closing hour. [1:45] Right, especially I think this violation [1:46] occurred before the violation that [1:48] prompted this 90-day. So, [1:51] I agree. [1:53] I also agree. [1:55] Uh violation, which the board will deem [1:57] served in light of the 90-day probation [2:00] that they licensee is currently serving [2:01] and there'll be correspondence [2:03] relating that family is not considered [2:05] an exception to the closing hour. [2:07] And And Danny, the reason why I want to [2:08] make sure that this is docketed that way [2:10] is that should there be another [2:12] um [2:13] violation of a closing hour that it [2:15] would be considered a second violation [2:17] the next time. [2:18] Right. [2:19] Okay. [2:20] Thank you. I'll make sure that that is [2:20] noted in the docket sheet. [2:23] Item number two, LCTB Fort Point LLC [2:26] doing business as Lolita Cocina and [2:27] Tequila Bar located at 253 Summer [2:29] Street. Date of the incident August [2:31] 29th, 2026. [2:32] Assault and battery with a dangerous [2:33] weapon, a glass, patron patron in [2:35] violation of Mass. General Laws chapter [2:37] 138 section 64 and chapter 265 section [2:40] 15A and failure to call police in [2:42] violation of Mass. General Laws chapter [2:43] 138 section 64 and board's rule 1.14B. [2:49] I don't think the assault and battery [2:50] was foreseeable, so I don't see a [2:52] violation there. [2:54] Um as far as failure to call the police, [2:57] uh their testimony was that they had not [2:59] figured out what had happened and called [3:01] the next day. [3:02] My vote would be to note that on the [3:03] record and send correspondence that they [3:05] should call the police immediately they [3:07] find out there's been an incident like [3:09] this. [3:11] I agree with all votes. [3:13] I also agree. [3:14] So, uh no violation and correspondence [3:17] from the board. [3:18] Yes. [3:19] Item three, Fazira LLC doing business as [3:21] Turkish Lazuri Cafe located at 1 North [3:23] Beacon Street in Allston. Date of the [3:25] incident August 12th, 2026. Patio in [3:28] operation after closing hour at 11:10 [3:30] p.m. in violation of Mass. General Laws [3:31] chapter 140 section 9 and also no posted [3:34] entertainment license. [3:37] Um [3:41] Let me see. They They have since put [3:43] procedures in place. Um I think this was [3:45] a in a genuine misunderstanding of what [3:48] they were allowed to do and not allowed [3:50] to do. [3:51] Um so, I would just docket this for uh [3:54] future reference. [3:57] I agree. [3:58] I I also agree. Thank you uh chair. [4:02] All right. Incident to be docketed. [4:05] Item four, the same licensee Fazenda [4:06] LLC, Strega Social Eatery Cafe at 1 [4:08] North Beacon Street in Allston. Date of [4:10] this incident, September 11th, 2026. [4:13] Patrons on the patio after hours at [4:14] 11:55 p.m. in violation of Mass. General [4:16] Laws chapter 140 section 9. [4:21] Um [4:22] same as the previous um incident report. [4:24] I would just um docket both of these and [4:26] monitor it. [4:28] I agree. [4:29] I also agree. This was a similar [4:30] instance to the prior. [4:33] Incident to be docketed. [5:32] Um the applicant just opened up in [5:33] April. There was a lot of opposition and [5:36] that opposition was local. [5:38] Um I I understand their argument that [5:42] other licensed premises on on Long Net [5:44] Corridor have later licenses, but I [5:46] would like to see the licensee build [5:49] trust with the neighbors. [5:51] And for that reason, um [5:53] I I [5:54] would vote to approve the 1:00 a.m., but [5:56] I would ask that they not come back for [5:57] another [5:58] extension until they've had more [6:00] community process and at least stayed [6:02] with that 1:00 a.m. for [6:04] um a year. [23:50] Acknowledged. [23:52] Thank you. Hand on old and new business, [23:54] the first three items are for [23:55] acknowledgement by the board. Item one, [23:57] the board has received correspondence [23:58] from Massachusetts Fine Wine and Spirits [24:00] LLC, DBA The Crossing Line and Spirits [24:03] at 39 Temple Place, [24:04] notifying the board of its permanent [24:06] closure and intent to transfer the [24:07] license. [24:34] Acknowledged. [24:36] Item four, for a vote, this had been [24:38] deferred uh from a prior hearing to [24:40] allow for completion of the community [24:41] process, which has occurred. [24:43] Castaneda-Gomez Corporation, doing [24:44] business as La Fonda Colombiana at 972 [24:47] and 974 Saratoga Street in East Boston, [24:50] has petitioned to change the closing [24:51] hour from 1:00 a.m. to 2:00 a.m. We have [24:53] heard from ONS that the Orient Heights [24:56] Neighborhood Association did take a vote [24:58] uh and had voted to oppose this [25:00] application. [25:02] Um given the fact they went back and had [25:04] this community process and um the [25:07] outcome of that, my vote would be not to [25:09] approve this additional hour at this [25:11] location. [25:13] I agree. [25:14] I'm also in agreement. [25:16] Uh and would that be a rejection with or [25:18] without prejudice? [25:20] Oh. [25:22] Uh with prejudice for 1 year. [25:27] Okay. Yes. [25:29] Same here. [25:30] Rejection with prejudice meaning that [25:31] the applicant cannot return with this [25:32] application for at least 1 year. [25:35] And finally, item number five, the board [25:37] will deliberate on applications for new [25:39] on-premise alcoholic beverages licenses [25:41] which have been heard by the board and [25:42] whose deliberations were deferred. [25:46] Yes, thank you. Um [25:49] happy to be at this moment where we can [25:51] um [25:53] vote on some of these applications that [25:54] have patiently been waiting [25:56] um for our decision. [25:59] Um [26:01] I would like to take a look at um the [26:04] application we had before us [26:07] that was heard May 14th, 2025. That was [26:10] Deja Brew at 704 East Broadway in South [26:13] Boston. [26:14] Um this is a a [26:16] This space has been in the family since [26:18] 1982 and it's been operating as a cafe [26:20] since 1996. [26:22] Um they have closed and reopened and [26:26] reimagined their concept as a dessert [26:30] and cocktail bar. [26:31] Um [26:32] the testimony was that they're going to [26:34] keep it very small, very intimate, um [26:37] very small bite appetizers and desserts. [26:41] It's not going to be like a loud sports [26:43] bar that you find in other parts of [26:44] South Boston. There was an overwhelming [26:47] amount of support for this application. [26:49] Um the applicant testified that she's [26:54] committed to opening up her space for [26:56] community gatherings. This is a [26:58] woman-owned business with a lot of [27:01] neighborhood support. Um so, my vote [27:05] would be to approve an unrestricted all [27:07] alcohol license for Deja Brew in South [27:10] Boston. [27:12] I agree for all those reasons stated. [27:15] As the newest member on the board and [27:17] someone who was not here, I will be [27:19] abstaining. [27:20] Thank you, Commissioner Concepcion. Um [27:22] thank you, Chairman Joyce. And uh [27:24] Commissioner Saxon, um Deja Brew will uh [27:26] be receiving an unrestricted all alcohol [27:29] Sorry, yes, alcoholic beverages license. [27:33] Any Any other applications to discuss, [27:35] Chairman Joyce? [27:36] Yes, I'd like to talk about one more [27:37] application. [27:39] Um [27:40] uh at 104 Essex Street in the Leather [27:43] District. [27:45] Um [27:47] We She Wei Cafe. I'm I might have [27:50] mispronounced that, but this This [27:53] licensee was recently honored as a [27:55] Michelin recommended restaurant. It's a [27:57] Chinese restaurant that focuses on [27:59] hand-pulled noodles. They were heard um [28:03] not too long ago in June. [28:05] And um there was a lot of support from [28:08] the neighborhood association and the [28:09] Chinatown Civic Association. [28:11] I would vote to approve an unrestricted [28:14] beer and wine location for this [28:16] applicant at this location. [28:19] I agree. That makes sense. [28:22] And for the same reasons as my last [28:24] statement, um I will be abstaining. [28:27] Thank you, Commissioner Concepcion. And [28:28] thank you all. She Wei Cafe will uh be [28:30] awarded an unrestricted beer and wine [28:33] license. [28:36] Any others uh that you'd like to [28:37] discuss, Chairman Joyce, today? [28:38] Uh that would be all for today. Thank [28:41] you. [28:42] Thank you. If that is all, then those [28:44] are all of the matters before the board [28:45] uh this afternoon. Uh that will adjourn [28:47] this hearing. Thank you all and enjoy [28:48] the rest of your day and weekend. [28:50] Thank you. [28:51] Thank you, you too. [28:51] Thank you.
