And finally, the [39:30] applicant has petitioned to change [39:31] [clears throat] the DBA from Blue Ribbon [39:32] Bassery, Blue Ribbon Sushi and Pescador [39:34] to Blue Ribbon Sushi attorney Dennis [39:36] Quilty. Attorney Quilty. [39:38] Good morning, Attorney Green, Madame [39:40] Chair and Commissioners. Dennis Quilty, [39:42] attorney representing the Lency. With me [39:44] this morning is Mr. Tid, the proposed [39:47] new manager of record. Uh the sum and [39:50] substance of this application is [39:51] basically a reduction of um space in [39:55] this hotel commonwealth building which [39:58] previously housed the blue ribbon [40:00] brasserie and pescador. Pescador is now [40:04] a new operation of um row 34 and the [40:09] blue ribbon braser space is soon to be [40:12] populated by another lency [40:15] uh leaving only the blue ribbon sushi [40:18] under this particular license. So the [40:20] basic change is to reduce from three um [40:24] businesses to one. Uh that business [40:27] remains exactly the same as it is today. [40:30] The changes requested are uh a change of [40:34] ownership interest which basically uh [40:36] gives Mr. TID a uh 2% interest uh [40:40] previously held by a former employee. So [40:44] it's basically [clears throat] a swap of [40:45] that small interest to Mr. Tid. Um the [40:49] other is a um petition to change the [40:52] manager of record to Mr. Tid. Uh he has [40:55] uh been in the restaurant business since [40:57] the early 2000s [40:59] in sales with MS Walker as the general [41:02] manager of a number of places including [41:05] from 21 to present as a j a GM for blue [41:08] ribbon restaurants. Uh he's a US citizen [41:11] a mass resident uh has ample experience [41:14] in the industry is fully aware of the [41:17] rules and regulations of this board the [41:18] ABCC. Uh the last matter is to change [41:22] the DBA to remove blue ribbon braserie [41:26] and pescador leaving only again blue [41:28] ribbon sushi uh under the licency entity [41:31] and we are happy to take any of your [41:34] questions this morning. [41:37] I also want to make sure I did discuss [41:39] this matter with the Chemmore [41:40] Association. Sorry. Thank you. [41:42] Okay, great. Thanks, Attorney Quilty. [41:44] And thank you, Mr. Tid, for joining us. [41:46] Um I have no questions. Commissioners, [41:48] do you [41:51] I do not. Thank you. [41:53] Thank you, Attorney Quilty. I I had a [41:54] question and thank you for that [41:56] breakdown in the description. It was [41:58] around the capacities. So now with the [42:00] reduced size, what is the total [42:04] capacity? I see seating and standing. [42:06] And can you just tell me the difference [42:08] between prior to and what it would be [42:10] now? [42:11] I I and I don't have I'm sorry to say I [42:13] don't have the exact numbers in front of [42:15] me. I've got 18 standing 267 seated. I [42:19] it in my opinion the space didn't change [42:24] for this operation. So it's it's the [42:26] space that existed but we're just [42:28] removing the other restaurants from the [42:30] licency entity. [42:32] Okay. So the capacity would remain the [42:34] same. [42:35] Yes, ma'am. [42:36] Thank you. [42:38] Any further questions from the board? [42:42] Are there any individuals who would like [42:43] to testify on this matter, beginning [42:45] with elected officials or their [42:46] representatives? [42:48] Uh, yes, Vivian from councelor Derkin's [42:49] office. Can you please provide your [42:50] testimony? [42:52] Good morning, Madame Chair and members [42:54] of the board. Um, my name is Vivian here [42:56] on behalf of councelor Durkin. Um, after [42:59] speaking with the Kenmore Business [43:00] Association, the counselor would like to [43:02] go on record in support of Blue Ribbon [43:05] Grasseries application. [43:07] Thank you. [43:08] Thank you very much. [43:09] Thank you. Any other individuals who [43:10] would like to testify on this matter? [43:14] Board will take this under advisement as [43:16] well. Thank you. [43:17] Thank you. [43:19] Following item number 20, Pulas LLC [43:21] doing business as Pulas located at 81 L [43:24] Street in South Boston. Holder of a [43:26] common pitcher 7-day wines and m [43:28] beverages with Laor's license has [43:30] petition to amend the description of the [43:31] premise from with rear side emergency [43:33] exits in one room and kitchen on the [43:35] first floor. Basement for storage bar [43:37] with 10 stools. two approximately 2,700 [43:40] square feet with two entrances and two [43:41] exits in two rooms on the first floor. [43:43] Basement for storage. Capacity [43:45] breakdown. Room one, tables and chairs, [43:47] 44 persons, six persons standing, bar [43:49] stools, 10 persons. Room two, tables and [43:52] chairs, 39 persons, bar stools, 10 [43:54] people. Who's present on behalf of the [43:56] applicant? [43:58] Yes. Good morning, Attorney Green, Madam [43:59] Chair, and commissioners. Uh, for the [44:01] record, Attorney Mackle with Fletcher [44:03] Tilton. On behalf of the applicant, [44:04] Patula's LLC. With me this morning is [44:07] Rachel Tickholm, the owner and operator [44:09] of the restaurant. Uh, as mentioned, [44:12] we're here this morning seeking the [44:13] board's approval for the alteration of [44:14] premises for Pulis, which is located at [44:16] 81L Street in South Boston. Pulis is the [44:20] holder of common vitular wines and malt [44:22] beverages with Lor's license. This [44:24] request is being made as the restaurant [44:26] is seeking to expand its operations into [44:28] an adjac adjacent portion of the [44:30] building. Uh the applicant already went [44:32] through a zoning process and received [44:34] the necessary zoning approval from the [44:35] Boston Zoning Board of Appeal for the [44:37] proposed expansion earlier this year. Um [44:40] the proposed alterations relate to the [44:42] expansion of the restaurant. Uh the [44:45] existing restaurant layout will remain [44:47] essentially the same with the kitchen, [44:48] two bathrooms, and dining area. A [44:51] portion of the existing interior wall [44:53] will be removed to allow for the [44:55] connection to the new proposed portion [44:56] of the restaurant. Uh that new space [44:59] will be approximately 1,200 square ft [45:01] and will allow for the creation of [45:03] additional dining room, bar and [45:05] restroom. 39 total new seats are being [45:08] proposed and in total the restaurant [45:11] would uh contain approximately 2700 [45:13] square ft uh with this expansion. [45:16] Outside of the proposed expansion, no [45:18] other operational changes are being [45:20] proposed. And overall, this request is [45:22] being made to create additional needed [45:24] space for dining and events and to allow [45:27] the Pula team to more adequately serve [45:29] their patrons and the community as a [45:32] whole. With that, I'll pause and take [45:33] any questions the commission may have. [45:38] Uh, thank you very much. Um, I have no [45:41] questions. Commissioners, do you? [45:44] I do not either. Thank you. [45:46] I also have no questions. Thank you. [45:48] Thank you. Are there any individuals who [45:49] would like to testify on this matter [45:51] beginning with elected officials or [45:52] their representatives? [45:53] Yes, madam chair, members of the board. [45:55] Connor Newman with the mayor's office of [45:57] neighborhood services. At this time, the [45:59] mayor's office deferred to the judge [46:00] with this board. Some background [46:01] information the community process. Uh [46:03] there was an abutters meeting held on [46:04] November 12th. It was discussed in that [46:06] meeting uh the closing of open windows [46:09] after 900 p.m. to cut down on noise [46:11] spilling out uh into nearby uh [46:13] residential properties. [46:15] um they reached out to the Gate of [46:16] Heaven Neighborhood Association which [46:18] did not require this applicant to appear [46:19] before them. Um unaware of any further [46:22] concerns at this time. With that, I'll [46:23] defer to the board. Thank you. [46:27] Thank you. Uh Sydney, you may please [46:28] provide your testimony on behalf of [46:29] Councelor Flynn. [46:31] Yes, Councelor Flynn would like to [46:32] support. Thank you. [46:34] Thank you very much. Are there any other [46:35] individuals who would like to testify on [46:36] this matter? [46:39] The board will take this under [46:40] advisement. Thank you. [46:41] Thank you very much. [46:43] Calling item 21, Nightlight Cafe LLC, [46:46] doing business as 89 Charles located at [46:48] 89 Charles Street, holder of a [46:50] restricted 7-day all alcoholic beverages [46:52] license as petitions to change the [46:54] closing hour of the license business [46:55] from 12:00 a.m. to 1:00 a.m. Uh, who is [46:58] present on behalf of the applicant. [47:01] Good morning, Madam Chair, members of [47:03] the board. Elizabeth Pisano again from [47:05] Upton Connell and Develin. on behalf of [47:08] the lency 89 Charles. With me today is [47:11] the owner Jinaro Richio. Um our current [47:14] license has a 12 a.m. closing and we are [47:17] looking to extend that to 1:00 a.m. Um [47:21] our application does not specify [47:23] specific days. Um, but the intent and [47:26] request is only to stay open on [47:29] um Thursday, Friday, and Saturday nights [47:31] until 1:00 a.m. Uh, this extra hour will [47:34] allow the establishment to accommodate [47:36] later reservations, avoid rushing [47:39] guests, and remain competitive with [47:40] other restaurants. Um, the extra hour [47:43] also allows them to better accommodate [47:45] it loyal customers um who have [47:47] consistently expressed their interest in [47:49] later reservations and their desire to [47:52] stay at the closing time. Um the impact [47:55] on the neighborhood should be limited. [47:57] Um while the additional hour can make [47:59] such a meaningful and huge difference um [48:02] for Garo, especially with their revenue, [48:05] customer retention and long-term [48:07] viability on Charles Street. Um as part [48:10] of our outreach, we met with Beacon Hill [48:12] Civic Association on July 1st and held [48:16] an abutters meeting on September 16th. [48:19] Two specific concerns were raised. The [48:22] first was a noise associated with trash [48:24] removal and the second was the um rear [48:28] exterior lights. Um so really quickly [48:32] just want to address those two issues. [48:34] Um regarding the trash, the employees [48:37] put the trash out in the rear of the [48:38] restaurant at closing and then it's [48:41] moved to Charles Street in the morning [48:43] for the trash collection. Um we [48:45] understand that the neighbors concern is [48:47] that this can create two separate [48:50] periods of activity. first when the um [48:52] employees are putting the trash at [48:54] closing outside um in the back and again [48:58] when it's moved to collection in the [48:59] morning. Um in response to this, the [49:02] restaurant is going to instruct its [49:05] staff to handle all trash quietly [49:07] without dragging containers or dropping [49:08] bottles and just to take extra [49:11] precaution in the noise associated with [49:13] bringing the trash out. Um a few [49:15] neighbors had asked if they could put [49:17] the trash directly on Charles Street at [49:19] closing. Um, but unfortunately they they [49:23] can't put it directly on Charles Street [49:25] and leave it there until the morning [49:26] because they can um get fined. They'll [49:31] be subject to fines and it'll just [49:32] violate the city's trash placement [49:34] requirements. So, it has to be stored on [49:36] private property and then brought out in [49:38] the morning. Um, the second issue was [49:41] the light in the rear um of the [49:44] building. It had previously been on a [49:47] dusk to dawn timer, but apparently there [49:50] had been some technology issues and [49:53] glitching and it was um turning on [49:56] outside of the set times. So, in direct [49:59] response to the neighbors concerns and [50:01] to make sure this doesn't happen again [50:03] and there are no tech issues, Jarro has [50:06] agreed to discontinue that practice and [50:08] will instead just have the closing [50:09] manager himself manually turn the light [50:12] off each night when the establishment [50:13] closes to avoid any of those problems. [50:16] So, if they're um if it's on a timer, [50:19] you run that risk. But this way, if it's [50:22] manually shut off with a hand, then that [50:25] should not be a problem going forward. [50:27] Um 89 Charles is committed to the open [50:29] communication and listening and [50:31] resolving any concerns to the best that [50:32] they can and being a respectful business [50:34] neighbor. Uh we've also agreed to enter [50:37] into a good neighbor agreement. Um I've [50:39] reached out to Beacon Hill Civic [50:41] Association a couple of times in an [50:42] effort to move that agreement forward if [50:44] that makes them feel more comfortable. [50:46] Um and just to reiterate that this extra [50:49] hour just really provides um Jarro some [50:53] valuable flexibility. It supports his [50:56] ability to build a consistent customer [50:58] base and it really can have um a [51:01] meaningful impact during like the most [51:03] important operating nights in the [51:05] hospitality industry. So that is all and [51:09] we're happy to answer any questions that [51:11] you have. [51:16] Uh thank you. I don't have any questions [51:18] now. I may ask to public testimony. [51:20] Commissioners, do you have any [51:21] questions? [51:22] I do not. Thank you. [51:25] I also have no questions. Thank you. [51:27] Thank you. We'll see if there are any [51:28] individuals who would like to testify on [51:30] this matter, beginning with elected [51:31] officials or their representatives. [51:33] Yes, madame chair, members of the board. [51:35] Conor Newman with the mayor's office of [51:37] neighborhood services. This time, the [51:38] mayor's office deferred to the judgement [51:40] of this board. Some background [51:41] information, the community process, uh [51:43] ONS had hosted a butters meeting on [51:45] September 16th. Um in that meeting, uh [51:48] there were six of Butters who spoke in [51:49] opposition to the proposal. As you heard [51:51] from the applicants representation, uh [51:53] two of the major concerns were regarding [51:55] uh noise from trash being disposed of at [51:57] the end of the night at the rear of the [51:58] property. Um as well as uh I guess [52:01] bright lights in the rear of the [52:03] property as well shining into uh [52:05] residential homes uh late in the [52:07] evening. Uh there was also expressed by [52:10] some residents that they felt that this [52:11] business had only been operational in [52:12] this area for I believe uh one year and [52:15] they felt they'd like to see more time [52:17] spent um before this type of application [52:19] of extension of ours. Um the applicant [52:22] did reach out to the Beacon Hill Civic [52:23] Association present to them. Um I don't [52:26] know if this board has received a formal [52:28] letter. I understand that they were in [52:29] opposition to this proposal. Uh we also [52:31] did receive one letter in support as [52:33] well uh for the hour change. Uh with [52:35] that information, we'll defer to the [52:36] board. Thank you. [52:39] Thank you. Um Vivian, you may please [52:40] provide your testimony on behalf of the [52:42] counselor. [52:44] Um Madame Chair and members of the [52:46] board, uh councelor Durkin is in support [52:49] of the hour change on the condition that [52:51] the late night license is limited to [52:52] Thursday, Friday, and Saturday. The [52:55] counselor has had productive [52:56] conversations with the proponent on the [52:58] two quality of life issues raised in the [53:01] meetings, which were the rear exterior [53:03] light and the trash noise. While the [53:05] proponent can put not put out trash [53:08] early given city guidelines, they want [53:10] to work with the community and are [53:11] willing to engage in a good neighbor [53:13] agreement which our office is happy to [53:15] support BHCA on executing if that is [53:18] helpful. The concerns raised have been a [53:20] good starting point for an agreement. [53:22] Overall, our office sees 89 Charles as a [53:25] good operator and have gotten good [53:27] feedback about the way that they are [53:28] running their business. Thank you. [53:31] Thank you very much. I see a hand raised [53:32] from my Michelle Vilms. films, you may [53:34] please provide uh your testimony. You'll [53:36] have two minutes to do so. [53:39] One moment. Uh you're on mute right now. [53:40] I'm going to ask you to unmute. [53:45] Good afternoon, everybody. My name is [53:47] Michelle Vilms. I'm the director of [53:48] butter from this restaurant. I'm a [53:50] 30-year resident of Beacon Hill and a [53:53] 20-year resident of of being behind a [53:56] restaurant. So, um that's just in [53:59] context. I have written a letter to the [54:01] to the board which has the five points [54:03] that I'm concerned about. Um but the [54:05] main one I think just over the years is [54:08] that the surrounding [54:10] restaurants [54:11] have been in business a while and there [54:13] is only one that I can find which is the [54:16] sevens that is open till later than [54:19] 12:00. And so given that they've only [54:22] been in operation for a year, it doesn't [54:25] seem it seems like setting a precedent [54:29] when all the other restaurants are wait [54:31] probably waiting to get their hours [54:34] extended. So I just would ask that you [54:36] consider that. In addition to that, we [54:38] did have an abuters meeting. Um and then [54:41] after that, my husband and I have [54:43] reached out to our neighbors and friends [54:44] from over the years and you know trying [54:46] to understand if there's a proponent, [54:49] right? But also, I think that they were [54:51] surprised. Um, and they can speak on [54:53] their own behalf, but I think that [54:54] they've sent in letters to your board, [54:57] and I would request that you please read [54:59] them. And I I think this whole thing [55:02] needs more time. I agree with uh [55:04] Durkin's office. if if the hours do go [55:07] through, they they really should be put [55:10] on the on the license that it really is [55:12] specific because memories get uh long [55:16] and forgetful and then over time it'll [55:19] just be open till 1:00 regardless. So, I [55:21] ask that you take that into [55:23] consideration today. Thank you. [55:25] Thank you very much for uh your [55:27] testimony. Are there any other [55:28] individuals who would like to testify on [55:30] this matter? [55:34] Seeing none, the board will take this [55:35] under adisement as well. Thank you. [55:38] Thank you. [55:40] Uh, as stated at the beginning of this [55:42] hearing, item number 22 is continued to [55:44] the October 28th transactional hearing. [55:47] Calling item number 23, Antico Forno, [55:49] Inc. doing business as Antico Forno [55:51] located at 93 to 95 Salem Street. holder [55:53] of a common victer 7-day wines and malt [55:55] beverages with Laor's license has [55:57] petitioned to change the classification [55:58] of its license to a restricted all [56:00] alcoholic beverages license pursuant to [56:02] the authority contained in chapter 138 [56:04] section 12D attorney Kieran Alieri [56:06] attorney Alieri [56:09] good morning madam chair and members of [56:10] the board um Kieran Alieri on behalf of [56:14] Antico Forno I'm here with Carla Gomez [56:16] uh who's joining us by phone I believe [56:19] um given the prior applications from [56:22] 2024 [56:24] uh and the hearing on those applica on [56:27] that application for Antico Forno. The [56:29] applicant has no further presentation at [56:31] this time but would be happy to field [56:33] any any questions that the board has. [56:40] Uh thank you. Are there any [56:49] individuals who would like to testify on [56:51] this matter beginning with elected [56:52] officials or their representatives? [56:54] Yes, madame chair, members of the board, [56:55] Connor Newman with the mayor's office of [56:57] neighborhood services. Our office had hosted [57:04] a butters meeting on September 24th, the [57:06] year 2025. [snorts] [57:07] Uh there were no attendees. Uh the [57:09] applicant went on uh to meet with New Ra [57:11] and Newick, the two active civics for [57:13] this area, completing the community [57:14] process. We're unaware of any concerns [57:16] presently, but that will defer to the [57:17] board. Thank you. [57:19] Thank you. Are there any other [57:20] individuals would like to testify on [57:21] this matter? [57:24] The board will take this under [57:25] advisement. Thank you. Item number 24. The applicant [58:12] has no further presentation at this [58:14] time, but we would be more than happy to [58:15] answer any questions questions on either [58:18] part of the the application. [58:22] Uh, thank you. I have no questions. [58:26] I do not either. Thank you. I also have [58:29] no questions. Thank you. [58:31] Thank you very much. Are there any [58:32] individuals who would like to testify on [58:33] this matter, beginning with elected [58:34] officials or their representatives? [58:36] Yes. Connor Newman with the mayor's [58:38] office of neighborhood services. At this [58:40] time the mayor has opted to defer to the [58:41] judgment of this board some background [58:43] information the community process we had [58:44] hosted an audition meeting October 9th [58:46] 2025 there were no attendees um and the [58:49] applicant went on to meet with Nurra and [58:50] Newick the two active civics for this [58:52] area with that will defer to the board. [58:54] Thank you. [58:56] Thank you very much. Are there any other [58:57] individuals who would like to testify on [58:59] this matter? [59:01] The board will take this under [59:02] advisement as well. Thank you very much. [59:05] Thank you. [59:06] Calling Thank you. Calling item number [59:07] 25. Panales Kitchen Inc. doing business [59:09] as Mango Dominican Beastro located at [59:12] 264 Hide Park A in Jamaica Plane. Holder [59:15] of a zip code restricted wines and malt [59:17] beverages license has petitioned to [59:19] change the classification of its license [59:21] to a restricted all alcoholic beverages [59:23] license pursuant to the authority [59:24] contained in chapter 138 section 12D. [59:27] The applicant has also petitioned to [59:28] change the closing hour uh from 9:00 [59:31] p.m. 7 days a week to 9:00 p.m. Monday [59:33] through Wednesday and 12:00 a.m. [59:35] Thursday through Sunday. Attorney Jen [59:37] Allen. Attorney Allen. [59:38] Thank you, Attorney Green. Uh, good [59:40] morning, Madame Chair and members of the [59:42] board. Uh, Jen Allen on behalf of the [59:45] Lency in their request to upgrade the [59:47] all alcohol license, the beer and wine [59:49] license to an all alcohol and extend [59:51] their hours a few days a week. Ingred [59:54] Panales, the manager, is also logged in [59:56] as well. Uh, the restaurant has been [59:59] well established in the neighborhood for [1:00:01] over two decades. Wascar and Ingred took [1:00:04] over about 8 years ago. They have been [1:00:06] operating with a beer and wine license [1:00:09] and do not have any violations. There [1:00:11] are no other Dominican restaurants in [1:00:13] close proximity and their customers have [1:00:16] been mentioning that it would be nice to [1:00:18] have a mixed drink with their food or [1:00:20] more of a variety of drink options, [1:00:23] which is what brings us here. In [1:00:25] addition, they're looking to extend [1:00:27] their hours until midnight Thursday [1:00:29] through Sunday. Currently, their closing [1:00:33] hours seven days a week are closing at [1:00:35] 900 PM. Due to the late dinner eating [1:00:39] habits of their patrons, the current [1:00:42] closing hours make it difficult to [1:00:44] accommodate them. [1:00:46] People work late by the time they get [1:00:48] out, they go home, change. Many aren't [1:00:51] getting into to a restaurant until 8:30. [1:00:54] Uh the requested midnight closing time [1:00:57] will allow the establishment to [1:00:59] accommodate customers who wish to have [1:01:01] dinner and drinks after traditional [1:01:03] eating hours, which is a large [1:01:05] percentage of their patrons. They are [1:01:07] not seeking to convert this into a bar [1:01:10] and have also assured the community that [1:01:12] they will only serve alcoholic beverages [1:01:14] with food. The restaurant will continue [1:01:17] to be operated as a fullervice dining [1:01:20] establishment. [1:01:22] My clients have been working with the [1:01:23] community and the civic groups to [1:01:25] address their concerns and also working [1:01:27] with the neighboring tenants regarding [1:01:30] trash and noise that are and parking [1:01:33] which are prevalent in most of the areas [1:01:35] in Boston. [1:01:37] She has been diligent in her outreach [1:01:39] and the commitment to the neighborhood. [1:01:42] The remaining daily operations of this [1:01:44] restaurant will not change. My clients [1:01:47] are TIPcertified, [1:01:49] responsible, and committed business [1:01:51] owners who are interwoven in this local [1:01:53] community. They're a fine character and [1:01:56] an asset to the business community. [1:01:58] Granting this requested extension would [1:02:01] simply permit the applicant to operate [1:02:03] during hours that are more commercially [1:02:05] reasonable for a restaurant of this type [1:02:07] and local, consistent with customer [1:02:09] demand. And we're happy to answer any [1:02:12] questions you have. [1:02:18] Uh, thank you very much. Um, I have no [1:02:21] questions on the request for the [1:02:23] upgrade. I may have questions on the [1:02:24] closing hour if there's public [1:02:26] testimony, but commissioners, do you [1:02:27] have any questions first? [1:02:29] None for right now. Thank you. [1:02:31] I also have no questions. Thank you, [1:02:32] chair. [1:02:34] Thank you. Are there any individuals who [1:02:35] would like to testify on this matter, [1:02:37] beginning with elected officials or [1:02:38] their representatives? [1:02:39] Yes, madam chair, members of the board, [1:02:41] Connor Newman with the mayor's office of [1:02:43] neighborhood services. At this time, the [1:02:44] mayor's office deferred to the judge [1:02:46] from this board. Some background [1:02:47] information, community process, ONS had [1:02:49] hosted a Butters meeting on July 7th. Uh [1:02:52] there was one attendee uh the applicant [1:02:54] was able to answer questions that that [1:02:55] attendee had regarding their hours of [1:02:57] operation. Uh the applicant then went on [1:02:59] to work uh with the JPNC, I understand, [1:03:02] uh who I believe are in support of this [1:03:04] proposal, but I will let them speak for [1:03:06] themselves. Uh unaware of any further [1:03:08] concerns at this time. With that, we'll [1:03:09] defer to the board. Thank you. [1:03:12] Thank you very much. I see Jordan from [1:03:14] councelor Weber's office with the hand [1:03:15] raised. Do you please provide your [1:03:16] testimony? [1:03:17] Yes. Uh good morning madam chair, [1:03:18] members of the board. Jordan Fri is [1:03:20] here, director of legislative operations [1:03:21] for councelor Ben Weber, District 6. [1:03:24] Council Weber is in full support of [1:03:25] Mongu's application for the all alcohol [1:03:27] license and extended hours of operation [1:03:29] and it's our understanding that JPNDC is [1:03:31] also supportive of the longer hours and [1:03:33] all alcohol license as well. So just [1:03:35] want to get that on the record. [1:03:36] Thank you very much for your testimony. [1:03:38] I do see a hand raised from Michael [1:03:40] Riskin. Mr. Reskin, you may please [1:03:41] provide your testimony as well. [1:03:44] I'm Michael Ricekin. I live at 425 South [1:03:47] Huntington Avenue in Jamaica Plane. I'm [1:03:50] a member of the Jamaica Plane [1:03:51] Neighborhood Council and chair of its [1:03:53] public service committee. Uh we actually [1:03:56] had two uh neighborhood meetings on this [1:03:58] issue, July 7th and September 1st of [1:04:02] this year. and we urge you to support [1:04:04] both requests for mango um uh Dominican [1:04:09] beastro. Um at the first meeting there [1:04:12] were some butters who strongly objected [1:04:15] to both the uh change in hours and the [1:04:18] all alcohol. Uh one of them was worried [1:04:21] about parking issues in the area but [1:04:24] mostly related to a different [1:04:26] development that's going up uh a block [1:04:29] away on High Park Avenue. Uh the second [1:04:33] one was uh an uh very close about her a [1:04:37] member of a church uh who complained [1:04:39] about uh noise um trash and uh hangers [1:04:45] on. So we uh deferred the meeting at at [1:04:48] a second meeting um two months later and [1:04:51] during those two months we found the [1:04:53] issues were not related to the [1:04:56] restaurant at all but to a nearby barber [1:05:00] shop. Um the uh restaurant uh is quiet, [1:05:04] has no noise, keeps their area very [1:05:07] clean and all the issues were related to [1:05:09] the barber shop. Uh we've asked um uh [1:05:13] we're working on those issues. So uh due [1:05:16] to this and due to the promises that [1:05:18] they will uh be serving alcohol with [1:05:21] food only and also promised that all [1:05:24] their patrons would be out by midnight. [1:05:28] We urge you to pass both these requests [1:05:31] for Mangu Dominican Beastro. [1:05:37] Thank you very much. Are there any other [1:05:38] individuals who would like to testify on [1:05:40] this matter? [1:05:43] Are there any further questions from the [1:05:44] board following testimony? [1:05:48] Seeing none, the board will take this [1:05:49] under adisement. Thank you. [1:05:51] Thank you. [1:05:53] Calling item number 26 for Jay-Z Inc. Following item number 28, [1:09:59] Blanchards West Roxberry, Inc. doing [1:10:01] business as Blanchards at 418 Lraine [1:10:03] Street in West Roxberry. Holder of a [1:10:05] retail package store, All Alcoholic [1:10:06] Beverages License, has petitioned to [1:10:08] transfer the license from the above to [1:10:10] WR Cappies, Inc. doing business as [1:10:12] Cappy's fine wine and spirits at the [1:10:14] same location. Eugene Michael Pone, [1:10:16] manager, 11 p.m. closing hour. The [1:10:18] applicant has also petitioned to update [1:10:20] the description of the uh license [1:10:22] premise to approximately 9,842 ft of [1:10:26] retail space in one main room on the [1:10:27] ground floor of a two-story building, [1:10:29] 3,510 ft of office space in the second [1:10:32] floor of the building, and an additional [1:10:34] 9,842 ft of space in the basement for [1:10:36] storage. There's one main entrance and [1:10:38] exit in the front, two exits in the [1:10:40] rear, and one entrance on one exit on [1:10:42] the side to include an adjacent [1:10:43] two-story addition to the south side of [1:10:45] the license premise. The applicant has [1:10:48] also petitioned for a first priority [1:10:49] pledge of the license and inventory to [1:10:51] Leader Bank NA and a second priority [1:10:54] pledge of inventory to Blanchard's West [1:10:55] Roxberry, Inc. Attorney Jackson [1:10:57] Christian. Attorney Christian. [1:11:00] Uh, good morning. Jackson Christian [1:11:01] here, attorney for Meg Ludus and [1:11:02] Gauakus. Uh, here on behalf of the [1:11:04] applicant, which is WR Cappies, Inc. [1:11:07] Also here is Bobin Patel, who is the [1:11:09] president of the applicant and Eugene [1:11:11] Bignon who is the proposed manager of [1:11:13] record for the applicant. So Bobin [1:11:16] formed WRC Cappies, Inc. to purchase the [1:11:18] business assets and the all alcoholic [1:11:19] beverages license from Blanchards, West [1:11:21] Roxbury, Inc. Uh, which operates a [1:11:23] liquor store doing business as [1:11:24] Blanchards in West Roxbury. So upon the [1:11:27] closing, it's going to be operated [1:11:29] substantially the same. Uh, really the [1:11:31] only main difference is going to be that [1:11:33] it's going to be called Cappy's Fine [1:11:34] Wine and Spirits. Um, but Eugene Pagoni, [1:11:37] he's currently the manager of Blanchards [1:11:38] and he's going to stay on and continue [1:11:40] to be the manager um, once it becomes [1:11:42] Cappies. [1:11:43] uh he's a US citizen and he's a resident [1:11:45] of the Commonwealth and you know having [1:11:47] been the manager of this store since [1:11:48] 1999 he's very familiar with the rules [1:11:51] for selling alcohol in Boston and in the [1:11:53] Commonwealth and has a lot of experience [1:11:55] in the food and beverage industry as [1:11:56] well. Uh so there's going to be [1:11:58] financing for this transaction provided [1:12:00] by Leader Bank. So Leer Bank is looking [1:12:02] for a pledge of the license and the [1:12:04] inventory to them and then the selling [1:12:07] corporation is also providing seller [1:12:09] financing for the inventory amount. So, [1:12:12] they are requesting a junior pledge of [1:12:15] just the inventory to them to secure [1:12:16] that inventory financing. And then we're [1:12:19] also updating the description of the [1:12:20] premises uh just to include the square [1:12:23] footage and the location of the [1:12:24] entrances and exits. It's not a change [1:12:26] to the floor plan or anything. It's just [1:12:27] updating the description to include that [1:12:29] information. [1:12:31] So, overall, there's a few things that [1:12:33] we're looking for approval of today. The [1:12:34] first is the transfer of the license to [1:12:36] WR Cappies, Inc. The second is approval [1:12:38] of Eugene Pion as manager of record um [1:12:41] for the applicant. The third is the [1:12:43] pledge of the license and inventory to [1:12:45] Leader Bank. The fourth is the junior [1:12:48] pledge of the inventory to the seller [1:12:50] which is um Blanchard's West Roxberry, [1:12:52] Inc. And finally is just the approval of [1:12:55] the updated description of the premises. [1:12:57] So, thank you for your time this morning [1:12:58] and we're happy to answer any questions [1:12:59] that you all have. [1:13:03] Uh thank you. Is um Mr. Pony, the [1:13:08] manager of record on file with the board [1:13:10] currently. [1:13:11] Yes. Yes, he's currently the one on [1:13:13] file. [1:13:13] Okay. Then I have no questions. [1:13:15] Commissioners, do you? [1:13:17] I do not. Thank you. [1:13:18] I have no questions. [1:13:21] Thank you. Are there any individuals who [1:13:23] would like to testify on this matter [1:13:24] beginning with elected officials or [1:13:26] their representatives? [1:13:30] Are there any other individuals who [1:13:32] would like to testify on this matter? [1:13:38] See, seeing on the board, uh, we'll take [1:13:41] this matter under advisement. [1:13:44] Thank you. [1:13:45] Thank you, [1:13:48] Danny. I'm sorry. Is he Is Mr. Pony in [1:13:50] our records as manager of record? [1:13:52] No, not currently. He's applying to be [1:13:53] the manager of record. [1:13:54] Yeah. So, I have to That's what where I [1:13:56] was trying to get on the record. [1:13:57] Attorney Christian, there's a difference [1:13:59] between managing the store and being the [1:14:01] manager of record of the license. [1:14:03] Oh, my apologies. I was under the [1:14:05] impression that he was currently the [1:14:06] manager of record of the store. He's not [1:14:08] the [1:14:09] Are you [1:14:09] Well, he's applying to be the manager of [1:14:10] record of the store at least. [1:14:12] Sure. So then we have to go through our [1:14:14] standard questions. [1:14:15] Thank you. Our recorder as the current [1:14:17] manager of record. [1:14:20] If you could unmute yourself, Mr. Pony, [1:14:22] I'll go through the standard questions. [1:14:28] Are you a citizen? [1:14:30] Yes. [1:14:30] Are you a resident of Massachusetts? I [1:14:33] am. What is your experience in the food [1:14:35] and beverage industry? [1:14:36] Uh, well, I actually started back in [1:14:38] 1984 and I've been managing stores since [1:14:43] uh 98. [1:14:46] Okay. [1:14:47] I apologize. 88. 1988. [1:14:50] So, yes, I started young in the industry [1:14:53] and I've been [1:14:55] running stores since. [1:14:57] Great. And you're familiar with the [1:14:59] rules and regulations of our board, the [1:15:00] ABCC, and the laws of the Commonwealth [1:15:02] pertaining to the sale and service of [1:15:04] alcohol. [1:15:05] I am. [1:15:06] Okay. Thank you very much. I have no [1:15:08] other questions. [1:15:09] Thank you. [1:15:10] Any further questions from the board? [1:15:13] Great. And with no uh no individuals [1:15:16] wish to testify, the board will take [1:15:17] this under adisement. [1:15:19] Thank you. [1:15:21] Thank you. Thank you. [1:15:22] On item 29, Scobies LLC doing business [1:15:24] as Scobies located at 782 Adam Street in [1:15:26] Dorchester. Holder of a common vigor [1:15:28] 7-day all alcoholic beverages license [1:15:30] has petition to transfer the license [1:15:31] from the above to esteemed hospitality [1:15:34] LLC doing business as session house at [1:15:36] the same location. Theresa Murphy, [1:15:38] manager, closing hour 11 p.m. is also [1:15:41] petitioned to update the description of [1:15:42] the license premise to 3,810T [1:15:45] restaurant space with two entrances and [1:15:47] two exits on two floors. First floor [1:15:49] includes various dining areas, bar with [1:15:51] seating for 16, restrooms and kitchen. [1:15:54] Basement includes office and storage and [1:15:56] prep areas. Attorney Anthony McInness. [1:15:58] Attorney McInness. [1:15:59] Good morning, Attorney Green, Madam [1:16:01] Chairwoman, members of the board. My [1:16:02] name is Tony McInness. I am representing [1:16:05] the applicant, excuse me, uh, Esteemed [1:16:07] Hospitality LLC. Joining me are the [1:16:10] owners, Frank Delaney and Terresa [1:16:12] Murphy. Terresa Murphy is also the [1:16:15] proposed manager of record. Uh this is a [1:16:18] straight transfer of a license. There'll [1:16:20] be no change to the interior or exterior [1:16:22] at all. There'll just be some cosmetic [1:16:24] changes inside. We did update the um [1:16:27] description of the premises really just [1:16:29] in discussion with the board to make [1:16:30] sure it had the entrances and exits and [1:16:33] square footage. Uh so it was detailed. [1:16:35] So we've added that. Um Teresa is a um [1:16:40] citizen of Massachusetts and the United [1:16:42] States and a resident of Mass. She's [1:16:44] familiar with the rules and regulations [1:16:46] of the board, the ABCC, the [1:16:48] Commonwealth, and the sale and service [1:16:50] of alcohol. Uh she has over 20 years of [1:16:53] experience in the restaurant industry in [1:16:55] Boston. Uh most recently, she is the [1:16:57] general manager of Broadside Tavern. Um [1:17:00] and if the board has any questions, we [1:17:02] are here to answer them. [1:17:05] Sure. Um thank you for joining us, Miss [1:17:07] Murphy. Um personally, this is my [1:17:10] neighborhood, so I'm curious about the 1 [1:17:12] a.m. closing. I know the previous [1:17:13] establishment closed much earlier. So, [1:17:15] what is the plan here for entertainment? [1:17:18] I know you'll have to come back to us [1:17:20] for to me for that, but what is your [1:17:22] plan um broadly speaking um for this [1:17:26] place? What you plan on doing and [1:17:27] having? [1:17:29] So, I I'll start and then I can have the [1:17:31] owners jump in. But, this will just [1:17:32] continue to be a similar type [1:17:34] establishment. It's an Irish pub style. [1:17:37] U they'll serve Irish food. There will [1:17:39] be entertainment there. And I can let um [1:17:42] the owner Frank or Teresa kind of expand [1:17:44] on the entertainment that they proposed [1:17:46] there. [1:17:47] I'm just curious because I they may have [1:17:49] had a 1 a.m. license, but they never [1:17:50] opened past 9 or 10 o'clock at night. So [1:17:53] curious [1:17:53] and and Yes. And we are not asking to [1:17:55] change that. That was the the closing [1:17:57] hour. [1:17:58] Okay. [1:17:58] Initially. [1:17:59] Maybe they could just talk a little bit. [1:18:02] Sure. [1:18:06] Teresa, have [1:18:06] you got that? [1:18:14] Teresa, I just asked you to unmute. [1:18:15] Something could have popped up. There we [1:18:16] go. [1:18:17] There we go. Can you hear me? [1:18:19] Um, yeah. So, we're interested in [1:18:21] bringing live music to the neighborhood. [1:18:23] Um, you know, this area of Adams Village [1:18:25] doesn't really have too much um [1:18:29] nightife. I mean, they have a couple of [1:18:31] um bars, but we're really interested in [1:18:33] having like a family friendly [1:18:34] familyfriendly restaurant um that you [1:18:37] can bring kids to see, you know, live [1:18:39] music. Um we'll have traditional Irish [1:18:42] music and some contemporary as well. [1:18:48] Okay. So, as far as the hours, do you [1:18:50] plan on operating until 1:00 a.m.? [1:18:53] I think 12 12:30, right? 12:30. [1:18:56] 12:30. Last call. Yeah. [1:18:57] Yeah. Okay. Um, [1:19:03] and okay, I might have questions after [1:19:06] maybe there's members of the public. It [1:19:08] just again my I'm coming from a place of [1:19:10] I live here in this area and the [1:19:13] previous establishment never stayed open [1:19:15] past 9 or 10:00 at night. So, I want to [1:19:17] hear a little bit more about what that [1:19:20] is going to be. And, um, I think it's a [1:19:22] great addition to the neighborhood. It's [1:19:23] a a vacant place right now, but I would [1:19:26] disagree that there's not a lot of night [1:19:27] activity there. Um, [1:19:30] lots of um [1:19:33] music crowds and stuff at night. So, [1:19:35] trying to get a feel for what that would [1:19:37] be like. But, Commissioner Saxon or [1:19:38] Commissioner Conpsion, do you have any [1:19:40] questions? [1:19:42] You [1:19:44] definitely would be interested in [1:19:46] hearing from the community on this one. [1:19:47] Thank you. [1:19:49] Yeah, I I have no questions at this [1:19:50] time. Thank you. [1:19:51] Thank you. And I will ask, are there any [1:19:53] individuals who would like to testify in [1:19:54] this matter, beginning with elected [1:19:55] officials or their representatives? [1:20:00] Uh, yes, Andrew from Council Murphy's [1:20:02] office. May please present your [1:20:02] testimony. [1:20:04] Hello, Madam Chair, members of the [1:20:05] board. My name is Andrew Galvin. I work [1:20:06] in councelor Murphy's office. Um, she [1:20:08] would like to go on the record in [1:20:09] support of this proposal. Thank you. [1:20:13] Thank you. Are there any other [1:20:14] individuals who would like to testify on [1:20:16] this matter? [1:20:21] Well, specifically I know O and S is [1:20:23] here. Is there any um representation of [1:20:25] any community process that may have [1:20:26] occurred since it seems like that is the [1:20:27] specific question of the the commission [1:20:29] at this time? [1:20:30] Uh no, we had this is a transfer. Um you [1:20:34] know, I think we had saw that the [1:20:36] closing time was remaining the same. I [1:20:37] don't think we understood that it was [1:20:39] operationally had had not gone that late [1:20:41] in the past. So um we had not required a [1:20:44] full process here [1:20:47] and that's fine. and I think the [1:20:48] neighborhood would be in support of it. [1:20:49] But being a a person who lives here, I [1:20:52] know my friends and neighbors think it's [1:20:54] going to be an Irish pub with quiet [1:20:56] family sessions. Um, or is this going to [1:21:00] be a place where you bring in live bands [1:21:02] till 12:30 at night? I know it's a small [1:21:04] place, so I can't answer my neighbors [1:21:08] and friends who ask me. And I'm chair of [1:21:10] the board and I'm executive director on [1:21:11] the entertainment side. So that's what [1:21:13] I'm trying to get out of you, Teresa. [1:21:14] like [1:21:15] we we can talk about the entertainment [1:21:16] later, but I know the community isn't [1:21:19] exactly sure what's going on. So, that's [1:21:20] why I'm just asking the questions today. [1:21:22] If I if I may, Frank Delane um [1:21:26] partnered. Um the the other bars in the [1:21:29] area, I I do believe that the Air Pub is [1:21:32] across the street, Lucy's down the [1:21:34] street, Landmark, they're all one:00 [1:21:36] licenses, and I don't think there's ever [1:21:38] been a problem with them. But on the on [1:21:40] the on the music side, um what we're [1:21:44] doing is um is basically what the burn [1:21:47] does in Somerville. Now, it's not going [1:21:50] to be amplified. It's going to be Irish [1:21:52] music um with um you know, a session [1:21:56] where there could be one to five 10 [1:21:59] musicians, but one general microphone in [1:22:02] the middle to pick up um the music. and [1:22:07] what if there's some singing involved, [1:22:09] but it's a it's a very civilized. We're [1:22:11] not talking about uh DJs and um big [1:22:15] bands, etc., etc. This is um I grew up [1:22:19] in this area. I I know I'm from Ireland, [1:22:21] but I say I grew up in this area because [1:22:23] um my first apartment was on Adam Street [1:22:26] and um my children went to St. Brendan's [1:22:28] and my grandchildren go there now. So, [1:22:31] I'm very involved. I know the community [1:22:33] very well and I've been around a long [1:22:35] time. Okay. And this is not to go [1:22:38] towards I'm not um trying to I have no [1:22:41] opinion. I actually think this is a [1:22:43] great addition to the neighborhood. I [1:22:46] personally taking off my chair hat and [1:22:48] taking off my executive director hat. I [1:22:50] get asked constantly what's going on in [1:22:51] here. So that's why I was trying to get [1:22:52] that out of you today. And because it [1:22:54] wasn't a community process, I was just [1:22:56] reading what was in the newspaper and I [1:22:58] couldn't tell from the application. So, [1:23:00] I imagine you'll be coming back on the [1:23:01] entertainment side, which I also [1:23:03] oversee, and putting in an application [1:23:05] for that. [1:23:06] Yes. Yes. [1:23:07] Okay. So, we should get that in. Um, you [1:23:09] you should apply for that and schedule a [1:23:11] hearing for that, too. Um, so that we [1:23:14] can kind of walk through that process. [1:23:15] This was just me trying to gather some [1:23:17] information because [1:23:17] Sure. But I'm sure it all [1:23:20] I'm sure living in the area you're [1:23:22] you're aware of how many musicians Irish [1:23:25] musicians live in this area and how many [1:23:27] musicians have reached out to us looking [1:23:29] to to play here. Um you know when can [1:23:33] they come in? Um I just had um the head [1:23:36] of the uh the what you call it the Irish [1:23:39] the pastoral center come in now. Mary [1:23:41] Swanton was just in. She was uh asking [1:23:43] what was going on. But that's the thing. [1:23:45] Since we started painting and doing [1:23:47] things here, we've had the doors open, [1:23:48] both doors, either end for people to [1:23:51] come in and say hello and and chat. [1:23:53] We're not looking forward to meeting you [1:23:56] in person. Again, I I I totally think [1:23:59] this is a great idea, but there was a [1:24:01] lot of pieces missing and just because I [1:24:03] this is my neighborhood people and [1:24:05] because of my role with the city, I was [1:24:07] getting asked this constantly and I [1:24:09] didn't get a lot of information from the [1:24:10] application. So, um um I appreciate you [1:24:14] taking the time and I don't want you to [1:24:15] interpret it as as not supportive. I [1:24:17] just wanted to get a better idea of of [1:24:19] it. So, um with that, I have no [1:24:22] questions. Uh commissioners, do you have [1:24:24] any? [1:24:26] Great. And there any other individuals [1:24:27] who would like to testify following all [1:24:29] of that. [1:24:30] The board will take this under [1:24:31] advisement as well. Thank you very much. [1:24:33] Thank you. [1:24:34] Thanks. Manager Elena [1:27:14] Dilva closing time 8:00 p.m. Attorney [1:27:16] Kristen Scanland. Attorney Scanland. [1:27:18] Good morning, Madam Chair, members of [1:27:20] the board. Attorney Green Kristen [1:27:21] Scanland for the applicant signed on [1:27:23] with us this morning. Our uh owners [1:27:26] Rebecca or owner Rebecca Roth and the [1:27:29] proposed manager of record Elena Dilva. [1:27:31] Uh for the record, Elena is a US [1:27:34] citizen, Massachusetts resident. She is [1:27:36] familiar with all applicable rules and [1:27:39] regulations regarding the service and [1:27:40] sale of alcohol and has nearly 20 years [1:27:43] of experience in the restaurant and [1:27:44] hospitality industry including the last [1:27:47] 11 years as president of the gallows [1:27:49] group overseeing operations and [1:27:51] development of Blackbird Donuts which [1:27:54] started here in Boston. As you know, the [1:27:56] proposal before you this morning is um [1:27:59] an application for any available beer [1:28:02] and wine license for the latest [1:28:04] Blackbird Donuts location for East [1:28:07] Boston. Um by way of background, [1:28:09] Blackbird opened its first location in [1:28:12] 2015 in the South End and has now grown [1:28:15] to what will be the eighth store in East [1:28:17] Boston. Six of which uh the other [1:28:20] locations are also within Boston. The [1:28:22] other two are in Watertown and Newton [1:28:25] Center. [1:28:26] After the first four years in operation [1:28:28] in 2019, uh they also added Sally's [1:28:31] sandwiches and a full coffee program [1:28:33] with the goal of being and becoming uh [1:28:36] the go-to local coffee and doughnut shop [1:28:38] in the city where everything is made [1:28:40] from scratch each morning. Both [1:28:42] Blackbird Donuts and Sally Sandwiches [1:28:45] fall under the Gallows Group, a [1:28:46] woman-owned and inclusive hospitality [1:28:49] and restaurant group, which also [1:28:50] includes Banyan Bar and Refuge in the [1:28:52] South End and previously the Gallows in [1:28:54] the South End. both of which were all [1:28:56] alcohol beverage license holders. This [1:28:59] particular location in East Boston uh [1:29:02] was formerly the home of Cafe Itum. Uh [1:29:07] the size and scale of it is staying um [1:29:09] pretty much the same. Inside is [1:29:11] approximately 1,200 ft² with a 1,700 ft [1:29:14] patio and just under 50 seats between uh [1:29:18] the inside and outside altogether. The [1:29:21] proposed hours of operation are daily [1:29:23] from 7:00 a.m. to 8:00 p.m. And other [1:29:25] than a few cosmetic changes, uh there's [1:29:27] no significant work being done or [1:29:29] planned. So, they're hopeful uh to be [1:29:32] open before the end of this year. As [1:29:35] part of uh their offerings at this [1:29:37] location, they they are looking to add a [1:29:40] small beer and wine program. want to [1:29:42] basically be able to add um a red and [1:29:45] white wine option especially in light of [1:29:47] the sandwich program as well and a [1:29:49] couple beer options as well. Um as far [1:29:52] as public need is concerned as this is [1:29:54] an application for a new license. The [1:29:56] space itself is intended for a retail [1:29:59] use which is perfect for a local and [1:30:03] femaleowned business uh the size and [1:30:06] scope of Blackbird Donuts. It is [1:30:08] replacing, as I mentioned, a now [1:30:10] shuttered cafe restaurant where uh the [1:30:13] space has sat vacant for well over a [1:30:15] year at this point. And the uh [1:30:17] particular location is in the [1:30:19] surrounding Clippership Wararf area. As [1:30:22] I'm sure the board is well aware, it is [1:30:23] a area um that has uh continues has [1:30:27] undergone and continues to undergo [1:30:29] significant development which has [1:30:31] brought thousands of new residents to [1:30:33] the area which frankly desires and [1:30:35] demands a variety of food uses. The [1:30:38] nearest restaurants include um really [1:30:41] limited options. All things considered, [1:30:43] only two Italian uh restaurants, Mexican [1:30:46] pizza, there's a bubble tea cafe, and [1:30:49] one coffee shop uh approximately a [1:30:51] 5-minute walk away from this [1:30:52] [clears throat] location. Otherwise, [1:30:55] there's nothing of its kind nearby to [1:30:57] service the residents of the immediate [1:30:59] area. Um they also will hire and invest [1:31:02] locally as they do with all their other [1:31:04] locations. They do anticipate hiring 15 [1:31:06] to 20 location or 20 employees for this [1:31:09] location who will all be tips trained [1:31:11] and certified as well. As far as the [1:31:15] community process is concerned, we did [1:31:17] um participate in a neighborhood [1:31:19] services a butters meeting in May of [1:31:21] this year which um I don't believe [1:31:25] anybody attended. ONS can um confirm [1:31:28] that for you. and also uh Maverick uh [1:31:32] neighborhood association had no [1:31:34] opposition to this application as well [1:31:36] and declined a meeting. That being said, [1:31:39] happy to answer any questions or address [1:31:41] any concerns the board might have [1:31:42] regarding this application. [1:31:46] Thank you. Did we go over the manager of [1:31:47] record questions? I'm sorry I may have [1:31:49] not taken those. [1:31:51] I did in in the um beginning, but happy [1:31:54] to expound upon anything if there's any [1:31:56] questions. [1:31:56] Not going to ask you to do that. Um, [1:31:58] [clears throat] thank you very much. Um, [1:32:00] I usually check them off as the attorney [1:32:03] um, talks about them and I'm sorry I [1:32:05] didn't do that, but I have no questions. [1:32:06] Commissioners, do you [1:32:08] I do not. Thank you. [1:32:09] Have hopefully a quick question. I'm I'm [1:32:11] really familiar with the business, but I [1:32:12] I wanted to clarify for this location. [1:32:15] The idea is to have Sally Sandwiches [1:32:18] within the um, Blackbeard Donuts similar [1:32:20] to the South. Is that that's the [1:32:23] concept? Okay. [1:32:24] Yes, correct. It's it um in the stores. [1:32:27] I'm sorry. Hi, I'm Rebecca. Nice to see [1:32:29] all of you again. Can't wait. Love East [1:32:32] Boston. Um so, the idea is that the [1:32:36] stores that have hoods. [1:32:38] So, this has a hood. We make it a hot [1:32:40] rest, a hot space, so we can cook um our [1:32:45] a full menu of the sandwiches, uh all [1:32:48] the breakfast sandwiches, lunch, etc. So [1:32:51] that is so that's the same as our [1:32:53] Brighton store and our south end store [1:32:56] have hoods. So any hood store we like to [1:32:58] put in full sandwich full menu. [1:33:01] Okay. Thank you. That's helpful. That's [1:33:02] all my questions. [1:33:04] Chicken Caesar wraps for everyone. [1:33:07] Thank you. Are there any individuals who [1:33:08] would like to testify on this matter? [1:33:10] Beginning with elected officials or [1:33:11] their representatives? [1:33:12] Yes, madam chair, members of the board, [1:33:14] Connor Newman with the mayor's office of [1:33:16] neighborhood services. This time the [1:33:17] mayor's office deferred to the judgement [1:33:19] of this board. back information [1:33:20] community process and a voters meeting [1:33:22] was held on May 20th. Uh I believe uh [1:33:25] Christ is right that there was no [1:33:27] attendees but I have in my notes that [1:33:28] there was no concerns raised. So I can [1:33:30] 100% confirm that uh they connected with [1:33:32] the local civic association Maverick [1:33:34] Central Neighborhood Association uh [1:33:35] which I believe provided a letter in [1:33:37] non-oposition. Uh they were not [1:33:38] concerned with this proposal. Uh with [1:33:40] that we'll defer to the board. Thank [1:33:41] you. [1:33:42] Thank you very much. Are there any other [1:33:43] individuals who would like to testify on [1:33:45] this matter? [1:33:48] The board will take this under adisement [1:33:50] as well. Thank you. [1:33:51] Thank you. A little taste of um Korean [1:41:11] with the uh more staple um breakfast, [1:41:15] brunch and dinner items. Um, part of [1:41:18] this expansion uh includes uh the [1:41:21] addition of a wine and malt with [1:41:22] Cordial's license to to complement these [1:41:24] new offerings and to elevate their [1:41:27] dining experience. We did [1:44:32] encourage them to meet with the local [1:44:33] civic association, the ACA uh which was [1:44:36] supportive of this proposal. uh they [1:44:37] sent a letter uh to the board this [1:44:39] morning uh unaware of any concerns at [1:44:41] this time.
